Nagpur Session, December 1920:
The programme of non-cooperation was endorsed.
An important change was made in Congress creed; now, instead of having the attainment of self-government through constitutional means as its goal, the Congress decided to have the attainment of Swaraj through peaceful and legitimate means, thus committing itself to an extra-constitutional mass struggle.
Some important organizational changes were made: a Congress Working Committee (CWC) of 15 members was setup to lead the Congress from now onwards; Provincial Congress Committees on Linguistic basis were organized; ward committees were organised and entry fee was reduced to four annas.
Gandhi declared that if the non-cooperation program was implemented completely, Swaraj would be ushered within a year.
Gandhiji was a special invitee to the Khilafat Conference in November 1919. He suggested to the Khilafat committee that it adopt a programme of non-violence to protest the Government’s behaviour on Khilafat issue. On June, 1920 the Khilafat committee at Allahabad unanimously accepted the suggestion of non-cooperation and asked Gandhiji to lead the movement.
